BELLEFONTE, Pa. (AP) - Jerry Sandusky's decree Tuesday to waive his preliminary hearing shifts the focus in the neonate sex-abuse scandal to two Penn State administrators accused of blemish to properly report suspected abuse and lying to the grand jury investigating Sandusky.
